What is a Feasibility Study?

The purpose of a US Army Corps of Engineers Feasibility Study is to determine if a federal project can be recommended as economically feasible and environmentally acceptable.

History of the Cedar River Feasibility Study

A US Army Corps of Engineers Reconnaissance Report was completed for the Cedar Rapids-Time Check Area in May 2004 that recommended continuing into a detailed feasibility study. The Feasibility Cost-Share Agreement was signed on May 30, 2008 and the feasibility study was initiated in June 2008 as a partnership between the City and the Corps.

Due to the flood event in June of 2008, the City of Cedar Rapids and the Corps of Engineers decided to expand the feasibility study area to incorporate other points of concern along the Cedar River-Cedar Rapids corridor. The expanded study area now includes the downtown business district and the rest of the east side of the Cedar River corridor from Cedar Lake to the Waste Water Treatment Facilities and the west side of the Cedar River from the Edgewood Avenue neighborhood in the north to the Alliant Energy-Prairie Creek Generating Station in the south.

Timeline of the Feasibility Study

The US Army Corps of Engineers is preparing a Feasibility Study Report in coordination with the City of Cedar Rapids’ planning efforts to determine if a Flood Risk Management Project can be recommended. The completion of the feasibility study is scheduled for February 2011. If a Federal project is recommended by the Corps of Engineers and approved and funded by Congress, then construction could begin as early as 2012.
