Action Plans

Every quarter, the Cedar Rapids Neighborhood Reinvestment Action Plans will be updated here so that you can track the City, neighborhoods, and partner organization’s implementation progress. These plans were created by the neighborhoods impacted by the Flood of 2008. Each element of the action plans includes project status, estimated start date, estimated completion date and other important information.

Neighborhood Planning Process Began January 2009

More than 1,400 citizens participated in the Neighborhood Planning Process between January and May 2009. During the process of eight community meetings and workshops, participants developed ideas and provided feedback on reinvestment plans for 10 flood-damaged neighborhoods along the Cedar River. The Cedar Rapids City Council approved the final Neighborhood Reinvestment Plan on May 13, 2009 to guide redevelopment in the neighborhoods over the next 10 to 15 years.

Neighborhood Action Plans Begin June 2009

The action plans are divided into three reinvestment areas along the Cedar River - the North, Central and South Areas. The City Council extended the Neighborhood Planning Process Steering Committee’s term to provide oversight and communication on the progress of these plans.  

The public brainstormed over 600 action items at the April 25 and May 5 Neighborhood Planning Process Meetings.  Similar and related ideas were then grouped together to form the specific action items.  In order to track and communicate additional flood recovery progress, the City has included Capital Improvement Projects and other City-led initiatives related to flood recovery.
